Someone who is unfortunate enough to be born with red hair. Thus, having red pubic hair.

Note, not all red heads have red pubes, but it's out there.

Often an offensive term used to tease people with red hair.

Man: "Yo, Rusty Crotch!"
Man with red hair: "Fuck you!"
