A British term for a rolled up cigarette either rolled thinly, without a filter or both.
It refers to the fact that prisoners roll like this to save tobbaco.

The giant, open-air prison that is the United States, because you need a lot of money to leave America and change citizenships legally, and the gay leadership has kept all the good paying jobs for other gay individuals, so you can't leave.
