a "lowrate" is somebody who is a peice of trash and live like pigs such as living off the government, mooching off of freinds and family and get into trouble with the law all the time. this could also be a neighbor who does not take care of their yard and is constantly annoying other neighbors.

A male/female with a funky or stank I-dont-give-damn attitude; one who acts dinky, low, raggedy, trifling; one who lives a trifling or conniving lifestyle

Stuntin' in a fancy car, but their kids out here wearing high-water pants, raggedy shoes, hair ain't been combed!"

"Look at that ol' lowratic a** fool! Talking about working a minimum wage job is beneath him, but yet he'll stand on that corner begging people for loose change!"

So and so running 'round here sleeping with married men/women, got sticky fingers, lies like a rug... but in church on Sunday telling the preacher they really trying to live a 'Christian life'...with his/her ol' lowratick a**!"
