HIB stands for harassment, intimidation, and bullying. This is a real term, and is used by school districts in an attempt to help stop bullying. He who commits HIB is dubbed a “hibber”. This is also a heinous insult, and very effective as well.

He was suspended on the grounds that he had committed HIB.
