In a high school, suspicious students (generally wearing dark emo/goth clothing) who loiter (creepily lurk) in the hallways of a highschool after school hours.

I watched disgusted as the hall-rats made it to second base in the locker bay on my way out of school.

hall rat 

A college student who lives in a dorm building and spends a great deal of time in the halls of that building, especially after the majority of their fellow resident students have gone to bed.

I couldn't sleep last night because the hall rats were up talking.

I could hear the hall rats discussing philosophy late into the night on my hall.

I tried to go the bathroom in the middle of the night and almost tripped over a hall rat.

hallrat

A variation of the mallrat. A surly teenager who spends all of his or her time hanging around - on, next to, underneath the town hall steps in small clusters. Typically seen sitting around glaring at passers-by and smoking but throughtout the duration of the day does not actually engage in any other activities. If bored by Town Hall, they typically gather up friends and head to Hyde Park for a change of scenery and to sit and smoke closer to nature.

A person/group who hangs out in the middle of the school hallways as if theyre not in school blocking other students paths.

Yo I'ma be late to class if these fucking hallrats don't get outta the middle of the damn hallway.

Person who attends public meetings (town halls, city council meetings, etc.) not to contribute in any serious way, but to disrupt, bedevil and be seen as a player on video posted to the internet.

What a waste of time! The meeting was packed with hallrats.
