This is a goal that cannot be hit with a one-off action such as quitting a certain thing or changing a certain part of your diet. Typically, this is something associated with training or practice to get to, such as sports or business achievements with multiple barriers between you and doing it. Often times, goals fail because they are goalmines and not singular goals.
