Phrase typically used by teens as a euphemism/cover for going down the street to smoke a joint.

Teen: "Going out, Mom..."
Mom: "Where, and for what?"
Teen: "Emergency Preparedness Meeting with some friends..."
Mom: "Have fun, be back for dinner!"
