Cut and Dry 

Term often used by mental midgets who do not know the English language. Usually said by hammerheads who want to come off as intelligent but are looked at sideways by people who properly say cut and dried.

Susie denied Jimmy some action in the basement with a strong no! It was pretty cut and dry.
