It is though to be a secret ring of people subtracting information from the goverment through pressuring of family members and/or close friends.
The ring had never been confirmed, as all people with any information has dissapeared from the surface of earth.
The first member of the ring is believed to be Emerson Lender, whos gravestone was engraved with nothing but his name and the TAOL.

A common storuy is that victims ran away from home, but it is believed that they were contacted by TAOL to share secret goverment files, and refused. Anyone who admitted to knowing the organisation has dissapeared.
