First known reference of this word was May, 27th 2020. Referring to a Hispanic half black person. Whom, does not appear to be a black person at first appearance.

Black Pepper Spice 

Something that is played up to be very spicy when it is hardly spicy at all.

Guy 1: "You did you try those spicy wings?"
Guy 2: "Yeah, it just a bunch of Black Pepper Spice."
