"Skoro" is a joke lastname for the Croatian musician-turned-politician Miroslav Škoro. The name became a joke after Miroslav lost 2 elections, first the presidential ones and then for the mayor of the capital city of Croatia, Zagreb.
The joke is based on the language, due to "skoro" meaning "almost" in Croatian, and he was close to winning them both times.
In Russian contemporary slang, the word means a kind of nasty man about 30-50 years old, looking older than he actually is, due to bad physical condition, obesity, baldness, smoking, bad job, ugly wife and three kids etc.
