One of the 3 legendary Eye techniques in Naruto.It is said to have been used by the sage of 6 paths creator of the whole ninja world, his knoledge and skill was said to have created ninjutsu itself. It can be used as a weapon of God or a weaon of evil that would destroy everything and return it to dust. Th only known user of the Rin'nean is Pain "Leader of the Akatsuki".Former student of Jiraiya he was part o a group of orfened children including Korin, Pain and one who is now a corpse that Pain uses I forget his name >< they were tought ninjutsu by Jiraiya.

Rinnegan 

The Rinnegan is the only dōjutsu able to fully decipher the Sage of Six Paths' stone tablet. ... The Rinnegan grants the user a shared field of vision with their Six Paths of Pain, the creatures summoned through the Animal Path, and the King of Hell, all of which possess copies of the Rinnegan in their own eyes.

Rinnegan is the strongest eye from “Three Great Dojutsu”. Rinnegan is a rare power that only appears when someone receives chakra from the Otsutsuki Clan or their descendants or by combining Sharingan with Hashirama Cell.

contrary to popular belief, Helen Keller actually had rinnegans in the early stages of her life. Helen Keller was a very skilled shinobi of the village hidden in the mist and single-handedly ended the 12th great shinobi war. sadly, about a month after the 12th great shinobi war ended, both of her rinnegans were stolen by imdontai.

rinnegan 

a rinnegan is an ocular ability first shown in naruto shippuden by (without spoilers) a member of the akatsuki hidden in the shadows.
the rinnegan is vastly superior compared to other kekkei genkais like the byakuyan or sharigan, demonstrating many benefits with little to no drawbacks.

the appearance of the rinnegan is a black ripple effect on the users eyes, which are fully purple, and it seems those who posses the rinnegan are born with it, just like the byakuyan, whereas the sharigan is an visual genkai that can be activated later in the life of an uchiha clan member.
one of the infamous rinnegan moves would be the almighty push, accompanied with the occasional "don't boss up" phase added after.

it also seems that everyone who possesses the rinnegan are edgy too, expect the animals since they can't talk.
