Someone who is both retarded and adopted (and usually finds out about both at the same time).

The point of one's attraction to another person is so overwhelming or all-consuming, they start acting like a retard. (Usually at least one degree past twitterpated.)

A combination of being retarded and wasted, retards really shouldn't get wasted, but dumb asses equivalent in both social awkwardness and lack of brain matter to retards do. Resulting in a retardasted kid.
