The word means "impossible", or literally "without chance". It was made up by e.e. cummings because he was constantly on crack, although it can be argued that he used "perhapsless" instead of "impossible" because it has fewer syllables (3 instead of 4) and sounds more poetic.

Trying to win this game is frickin' perhapsless, man!

It is perhapsless to fit the word "perhapsless" into any coherent sentence because it was invented by a madman.
