It usually falls under a medical or psychological disorder of having cold or chilled drinks as well as Ice.
We have "Pagophagia" which defines the crazy disorder But, which word defines the person who's ever jonesing for Ice?

An offensive slur used to refer to a person (or persons) with Pagophagia, also known as compulsive ice chewing.

Look at him sitting there, eating ice out of a bowl. What a pagophaggot.
