A right wing term coined by the pre-trump GOP to label black people. or anti-racists as racist, in the hopes of masking their growing racism problem. As they learned from the Trump era that they could win elections with overt racism, the term was largely abandoned.

Person: We need to invest in public schools so that people of color have similar education opportunities as the privileged .

Right Wing Troll: You mentioned color, you're a racist. But not an old school racist like my Daddy, you're Neoracist!

Person: A racist is a racist and I think you know that. Your term is not going to catch on. If you want to get address the race problem , try being anti-racist.

A hypothetical ideology in which someone is equally racist against every race however the reasons for the racism is different for every group, but the amount of racism remains the same.
