A useless manager in a very high position, with no practical insight in staff activities, who unnecessarily wastes his staff's time by getting them to write complex memos which take 20 hours plus when the same information can be communicated via email as thoroughly in less than an hour, thereby significantly decreasing the organizational productivity and blaming other staff for not being efficient!
