Linguatard 

One who only speaks their native tongue and is unwilling or incapable of learning another language. An England football supporter shouting his beer order in english at a French waiter in France is a perfect example of a Linguatard.

Daniel: Bonjour Paul, ça va bien?
Paul: What the hell are you on about? You garlic muncher!
Daniel: Oh Paul, you are super awesome chap, but you are a bit of a Linguatard.
Paul: Whatever, you can keep your French crap, I'm of for a good honest English baguette.

lingotarded

Someone who is learning to speak English although cannot even form sentences grammatically, characterized by a severe case of inability to recognize how pathetic he or she appears to her English speaking peers.. Normally discriminated by language professors, linguists, philologists and bibliomaniacs like me.

I just spoke to a lingotarded fellow from China and vexation generated by the disabled creature was more than I could handle.
