The term originated from a silly civil war video, but the modern meaning of the term has nothing to do with civil war.
Furthermore, 99% of the people who use the meme are talking about deporting illegal aliens, NOT stripping citizens of their citizenship. The constitution of every European country makes that impossible, so it's a moot point anyway.
