The "bin" comes from rubish bin, as in a garbage can. So a "head bin" is someone who isn't known for sound thinking. This is an insult from Northern Ireland.

Jerry is a nut job, all he does is create trouble and stir up the pot. He's nothing but a head bin.

Binki Head

When you take the Binki or Paassifier away from a baby and hand them your penis instead and have them suck on it. Not weird though because the baby is willing sucking on it.
