hallrat

A variation of the mallrat. A surly teenager who spends all of his or her time hanging around - on, next to, underneath the town hall steps in small clusters. Typically seen sitting around glaring at passers-by and smoking but throughtout the duration of the day does not actually engage in any other activities. If bored by Town Hall, they typically gather up friends and head to Hyde Park for a change of scenery and to sit and smoke closer to nature.

Alicia .. she’s loyal .. can read you like a book . She sees through u like the paranormal . Feels ten times harder then the average human being . A person/group who hangs out in the middle of the school hallways as if theyre not in school blocking other students paths.

Person who attends public meetings (town halls, city council meetings, etc.) not to contribute in any serious way, but to disrupt, bedevil and be seen as a player on video posted to the internet.

What a waste of time! The meeting was packed with hallrats.
