To take a common item, usually clothing or accessory, glue a bunch of ribbon, sequins, or rhinestones to it and then resell it on for a large markup. The quality of the item is usually so-so but unique none-the-less. Often used as an adjective in conjunction with up, ie. Etsied-up.
That sweater was just a $1 at the thrift store until she got it all Etsied-up.
