Something that is both creepy and goofy at the same time

For example, a person who makes inappropriate jokes in a serious situation might be considered croopy. Or, a person who insists on wearing a horse mask to a serious business meeting, making everyone else in the room feel uneasy.

My boss keeps sending me emails with creepy clown GIFs. It's so croopy, I don't know how to respond.
