A reference to something similar as "a cat has 9 lives." one other example of the meaning for 7L or 7thlife could reference that they've had to bury 7 friends or family due to either drugs, gang related activities, or suicide. due to the nature of the tattoo it could mean different things to different people. but if you see someone with this tattoo. my personal experience with this tattoo, if you see someone with it, would be to see what other tattoos they have. if they have more gang related tattoos. i would keep my distance.
