An American woman or gay/bi male who travels to most often to Europe seeking “cultural enrichment” which most often means, sexual encounters with as many random European Men as possible before returning home to America. Some just like a single fling, most prefer to inhale copious amounts of European(white preferably) man meat. The name is derived from the trademark floppy straw hat American women prefer to wear casually indicating her status as a traveler.

Brenda’s back from her summer as a floppy hatter in Barcelona, her body count must be crazy by now.

Mad Ass-Hatter is that one guy /girl who is absolutely batshit crazy and also an asshat/jackass.
Usually reserved for exes, enemies, or frenemies.

Can be used as an action word as well to describe weird situations/drama.

Example 1:

Person A: Dude, Jack is such a mad ass-hatter.
Person B: I know right? Can’t believe I dated that fucking psychopath.

Example 2:

Person A: Yo, did you just see what she did to George?
Person B: Yeah, that was some weird mad ass-hattery, my guy.
