Military jargon. Refers to personnel assigned to look out a HMMWV window, scanning for threats.

Example: "Each HMMWV crew consists of a driver, a truck commander (TC), a turret gunner, and two windowlickers in the back."

The way Microsoft annoys you with a pop-up every 1 hour if you dont have wi-fi to activate Windows (why tf do you need to activate Windows anyways, isnt buying ur license enough proof?)
