The igniter concept adds a layer of plausible deniability—it's not a weapon itself, just a trigger, so its development could be justified for "research" while actually being weapons work. This kind of plausible-sounding speculation is catnip for conspiracy theorists, who see in it confirmation of their darkest suspicions about hidden military programs.

Resilience Rising Initiative
