The instigator carried a couple stones for her slingshot at the beach in case the seagulls thought she was bluffing.

The instigator would convince a 10th grader to shoot up a school, a gunman to shoot up a church or mall, or an assassin to shoot down an enemy, rather than doing those things himself/herself, that way the masses (which had been manipulated in a cultlike manner) would fall in line once they had their enemy identified.

Get the instigativelymug. The instigator couldn't let the elementary school kids laugh at him/her, so he/she posed as a something they would respect, someone who broke rules, while posing as someone who loved rules to play the adults while trying to get a few of them to respect him/her.
