1) A person who always asks a lot of questions and your advice, yet never takes your advice.

2) A person who is generally annoying due to amount of questions they ask.

This should be said in a voice loud enough to be heard by others, in order to get the full effect.

Very similar to the famous Billy Madison line "No, I won't make out with you!"
