"Rhubarb and tonic" is what the crowd says on tv during a din in the courtroom when the defendant is proclaimed guilty or innocent because it provides the best sound mix.
Judge: I find the defendant guilty.
Crowd: (general din)

Judge: Order! What are they all saying?
Dick Wolf: Your honor, I believe they are saying "rhubarb and tonic"

rhubarb come from a rhubarb type of plant. (very gross) rhubarb sounds like the word constipation so I don't know how it would taste especially in a pie.
