It is a situation where somebody truly believes he/she is the best at the sport or activity he/she is involved in, but everybody else knows that they actually are quite terrible at it.

I feel bad for Michael, he is in a Draffen. He just thinks he is the best at tennis, but he is actually quite terrible.
