To speak and voice an opinion that is uninformed and lacking substance and knowledge. Someone who lacks education and common sense. Mainly used on internet forums by "trolls". Someone who feels a need to speak but without making sense or takes gossip as truth. Usually said person is unaware of common sense and lacks social skills.

Yet again a guru'd comment. e.g. George Washington is the current US president.
