It has an undertone which suggests the activist is an impostor becuase they don'treally know what they're talking about. The fist time it was used was in reference to Shaun King, a Black Lives Matter activist who's race has been disputed in the news and looks by all appearances to be a white man mansplaning the black rights movement.
