Goofus thought that it was okay for him/her to hit others, but that it was a crime for anyone to hit him/her because of Goofus's upbringing, though Goofus would always claim that he/she was hitting back or that it was self-defense no matter what if he/she knew that the right authority figures were watching or listening.
