Arcanelow players are typically boosted from Iron/Bronze/Silverlow elo to anywhere ranging between Gold 1 to Plat 1. Alternatively these people will seek out and befriend hardstuck Plat or Diamondlow players to duo them - thus not "boosted" but not much better.
