the most chaotic man ever but even so i absolutely love him and he deserves everything. Gentle, sweet, attractive, funny, crazy but in a good way. If you know a neil he most likely has a disorder that effects his mental health and makes him occupy himself from bad occurances. If you know a neil please get used to him even if he might annoy you, you'll regret it if you don't.
