A phrase popularized and likely originated from the JoJo's Bizarre Adventure Roblox game called A Bizarre Day, used by its players to beg for the item Rokakaka Fruit which has the function to reset an ability which is usually a stand. It is typed as "ro ka" as Roblox filters out the word "roka" into hashtags.
