It is a unwritten rule that your chicks (female friends) should always come before your dicks (male friends who you are/hoping to have a romantic relationship with).

As well as that they might say this when they think that your lover is taking control of your life etc. It also self-explanatory as many girls tend to use it to say that there gals come before any male lover.
