Someone who doesn't have their own identity but will latch onto others ideas to be popular. He will others use him. Used in a sentence "He's such a tool" means he is inauthentic and just mirroring beliefs and actions of others.
He's a tool, he can't think for himself.

The dialectical forms of government, according to Plato, are a succession of governments that replace the preceding one when the preceding one can no longer sustain itself. They are:

An example of a country that utilizes this style of government is the United Kingdom.
