Alternate form of bling . A word typically attributed to defining someone's worth based on wealth , jewelry and/or money . Also has connotations of power. If someone has 'necklace' it can mean they have money, power, gang affiliations or rep.

Speaking out of line by assuming his worth allowed it.

Meaning money or commenting on the price or affordability of a product/service (i.e. bling,necklace)
Or simply the amount of necklaces someone is wearing.

Referring to to either not having the balls/means to do/afford something.

Gang affiliated reference. Not wanting to start trouble. Lacking balls or being smart
