A disciplinary action levied against an individual who has committed an offense relating to a male human's love-pipe, such as his having either urinated in an inappropriate locale, engaged in public indecency, or fathered one or more children out of wedlock.

Da term "penilety" can also refer to a rule-breaker's being sentenced to have to walk around with his hoo-haw hanging out for a certain period of time, or to perform a certain action while in such a state of partial undress.
