(noun)- a person who consistently makes plans with people just to flake right before.

(verb)- the act of baiting someone with cool plans, then is no where to be found when shit goes down.

"Dude! Brittany and I were supposed to go out to Oakland tonight, but she freaking bait and flaked me man!"

"Derek said he got us Limp Biskit tickets for tomorrow night but since he hasn't texted me back. What should I do? "
"Nothing. You just got bait and flaked bz."

Able to wriggle out of plans no matter how soon the event approaches with a perfectly sound excuse. Also characterized by the tendency of a person to ignore phone calls or text messages close to the time of said plans.
