When someone speaks of a man as a Chad it refers to someone who believes that they are thecenter of attention while actually being the comic relief at best. Think of Neidermeyer from animal house. Such people often have characteristic names like Chad, or Biff, or Chet, or Bubba that make you wonder what their mother was thinking.
