It's an old phrase not used much anymore, and usually will be in such a thick brogue by those that do still use it that it's barely intelligible to a speaker of standard English. It sounds like shcawcat or skull cat usually.

They sit around outside of coffee shops and bars, growing nasty beards and wearing women's jeans. The emit an odor of alchohol sweat and pretentious asshole with the slight hint of mildew. Despite their womanly nature and tendencies to drunkenly fool around with men they are "NOT GAY" and will sleep with anything with a vagina, human or not.
