This is a character from the french youtube channel Joueur Du Grenier. He is depicted as a man who passes everything off as "good enough" with a shrug.

One use it to personify excessive tendency to put things into perspective (sometimes in a ridiculous or careless way).
Also used for burlesque black humor when one is pointing out good things in dramatic situations.
