A person who has continually proved over and over again that they can perform below the lowest levels of moral and ethical codes. One that seems to not be able to improve of their ability for selfish and narcissistic reasons. Someone who lacks the logical basis for even grasping ethical and moral behavior in a way that is not harmful to those around them such as a sadist or corrupt politician.
The leader was a truly inferior person. Things did not work out well of the public at large because of the widespread corruption and mean-spiritedness. Even those who enabled him were significantly disappointed and felt deplorable for doing so.
