Someone who wants to be a "pimp", a.k.a. cool/badass/hip, but does not actually have the balls to follow through.
My dad is a conservative pimp. For his mid-life crisis car, he chose a Honda Fit over a Ferrari convertible.

My mom wanted pimpin' hubcaps, so she got new shiny ones instead of spinners.

A recently divorced 50 year old is a conservative pimp when he dates a 35 year old secretary instead of a 20 year old model.

Like a civil engineer, just not as up tight. They perform managerial tasks on the job site as well as design engineering (i.e. temporary structures). They spend a lot of time on the job site overseeing the actual construction of a project and making sure it gets finished in a cost efficient, safe, and timely manner.
The civil engineers don't like it when they find out that construction engineers make more money than they do!
