A substitute teacher(most commonly an English one) that looks and sometimes performs acts of stupidity to a certain degree. Even if he may not be stupid or mentally hindered in some way he may still look as if he is.

Someone insignificant, stupid, silly or idiot. The word can be used among friends who like to call each other the mentioned names, not necessarily with the intention to offend each other. However, the same word can be used to vent about someone who did something bad to us.
Pendejo: My boss is a "pendejo" for letting us leave early with so much work we had pending at the office. You're such a valuable woman, your ex is such a "pendejo" for leaving you.
