Hanging mess is a way to describe someone who looks very ugly. This term is usually used in South Wales, Merthyr Tydfil. It can also be used to describe what you look like with a hangover.

Pretty Girl: (looks at an ugly girl and says) That girl is a hanging mess.

After a hangover...
Boy: How are you?
Boy2: I'm a hanging mess
