Anyone who fancies a man in their sexual orientation, more specifically referring to a male homosexual. Suggests a sense of class, finesse and poshness, especially when said in a London RP accent, with which the word would be pronounced as /ˈkɔkɪˌstə/. Comes from the English word cock with the suffix -ist and -er. Probably not that hilarious for brits.
